Lagos launches digital house numbering system to boost urban management

The Lagos State Government has unveiled the pilot phase of its innovative “Identifier” project — a comprehensive digital addressing system designed to streamline house numbering and street naming across the state.

Governor Babajide Sanwo-Olu announced the initiative on Tuesday at the Nigeria Land Titling, Registration and Documentation Programme (NLTRDP), held in Victoria Island. The programme was organised by the Lagos State Office of Electronic Geographic Information System (e-GIS) and Urban Development, in collaboration with the Federal Ministry of Housing and Urban Development.

The pilot phase will kick off in Ikeja next week, introducing a system that allocates a unique digital identity to every building in Lagos. The initiative is expected to improve navigation for emergency services, enhance utility service delivery, and strengthen urban management.

Sanwo-Olu described the digital house numbering system as a “novel idea” that leverages technology to resolve land-related issues.

“If you can get the address of a property, all the information needed on that property can be accessed,” the governor said. “From the comfort of your home, you will be able to access and resolve land title issues.”

Special Adviser on e-GIS and Urban Development, Dr. Olajide Babatunde, explained that the system will feature QR codes and local government-specific colour codes, allowing residents to scan for property details, including building approvals and billing information.

Babatunde said the “Identifier” project will modernise infrastructure, improve security, boost revenue generation, and make service delivery more efficient.

Minister of Housing and Urban Development, Arc. Ahmed Dangiwa, commended Lagos for its leadership in land digitisation and announced a federal plan to increase formal land titling to 50 per cent within the next decade.

He noted that over 97 per cent of land in Nigeria remains untitled, limiting its economic potential. The federal initiative, he said, will encourage other states to digitise land registries, integrate geographic information systems, and adopt global best practices already in place in Lagos.
