AfDB begins appraisal of Lagos Green line rail project

The African Development Bank (AfDB) has commenced the appraisal process for the proposed Lagos Rail Mass Transit Green Line, marking a major step toward securing financing for the ambitious transport project.

The Lagos Metropolitan Area Transport Authority (LAMATA) disclosed this after a stakeholder engagement held on July 24, 2026, which brought together officials from the Federal Ministry of Finance, the AfDB, community leaders, and other key stakeholders to assess the project’s readiness for funding.

According to LAMATA, the AfDB is currently evaluating the project’s environmental, social, technical, financial, and institutional requirements as part of its appraisal process.

During the engagement, project officials presented the proposed rail alignment, implementation strategy, land acquisition process, compensation framework for affected persons, and traffic management plans.

The appraisal covers the entire 70-kilometre Green Line but places particular emphasis on Phase 1A, which stretches from Lekki First Toll Gate to Sangotedo.

When completed, the Green Line will run from Marina to the Lekki Free Trade Zone through 17 stations. Estimated to cost about $3 billion, the rail corridor is expected to move approximately 35,000 passengers per hour in each direction, significantly easing transportation along the fast-growing Lekki axis.

The Green Line is the latest Lagos rail project attracting AfDB’s support. In 2024, the bank approved a $500,000 grant for preparatory work on the proposed Orange Line, while in January 2025, senior AfDB officials also expressed interest in partnering with the Lagos State Government on the proposed Purple Line.
